贸易战的本质是科技战，大国博弈的背后是科技竞争。知己知彼，百战不殆。2018年中美贸易战爆发后，杜德斌及其研究团队及时编写出版了《中美科技竞争力评估报告》（2019）。该书一经刊行大受好评，产生了广泛的社会影响。报告的关键性结论成为各级领导干部、有关决策部门、科技管理部门、科技政策研究工作者、企业管理人员和高等院校师生重要的参考资料。
《CHINA-U.S. SCIENCE AND TECHNOLOGY COMPETITIVENESS ASSESSMENT REPORT》（2020）经过数据更新和完善，聚焦中美这两个世界科技经济大国，从科技竞争力的内涵及指标体系出发，基于详实、权威的统计数据，结合装备制造、信息通讯等高新技术产业的深入分析，从科技人力资源、科技财力资源、科学研究、技术创新和科技国际化等五个方面，对比研究中美两国科技创新发展的态势及趋势，以期为中国科技发展提供参考。
Science and technology (S&T) constitute a primary productive force. Since the 21st century, with the growth of the knowledge economy, the world’s S&T has improved dramatically on the basis of the development of knowledge creation and application. In this sense, all countries are increasing their investment in S&T and striving to enhance their comprehensive national power (CNP) by improving competitiveness in S&T. The contest for S&T and innovation is not only underlying the trade dispute between the two largest economic powers but is also a critical factor in determining whether China can win this “trade war”.
This study will introduce the competitiveness in S&T, a multifaceted concept, and its evaluation index. Then a comparison will be made of differences in S&T development between China and the United States which will focus on S&T human resources, financial resources, scientific research, technological innovation and S&T internationalization, based on detailed and authoritative statistical data as well as the in-depth analysis of high-tech industries, such as the equipment manufacturing industry and the information and communications technology industry.
